Captain Tim Rich began his career in November 1992. He was promoted to Corporal in May 1995, supervising Detention Officers in a Direct Supervision environment. He was responsible for the supervision of the Oregon Inmate Work program, which housed approximately 230 inmates. Captain Tim Rich was the liaison between the State of Oregon and their inmates. In August 1996, he promoted to Training Sergeant, where he was responsible for the upkeep and changes to policy and procedure manuals, background investigations, review boards, and supervising new employees though their training during jail schools.
In February 2000, Captain Tim Rich promoted to the Training Lieutenant, where he supervised the Jail Training Program, the Training Sergeant, and Training Instructors. June 2004, Captain Tim Rich moved back to the floors as an Operations Lieutenant and oversaw and supervised three shifts for the Pre Trial section of the jail. In February 2005, he promoted to a Captain where he was responsible for the operations of the Pre Trial jail with approximately 102 employees, budget planning, and policy decisions.
In February 2015, Captain Tim Rich moved to an Administrative Captain. Captain Tim Rich currently supervises the Sheriff Office Records, Maintenance, Inmate Programs, and Comptroller. He also oversees the jail contracts, which includes proposal request (RFP), and ensures their compliance. These contracts include inmate phones, inmate kitchen, and inmate video visitation.
